All private roads, including those existing prior to the adoption of the ordinance from which this article is derived, shall be maintained and snowplowed at all times such that emergency vehicles can safely access all parcels served by the private road at all times and in all weather conditions. All private roads, including those existing prior to adoption of the ordinance from which this article is derived, shall be maintained in a safe manner at all times and shall have snow plowed/removed promptly once three inches or more of snow has fallen.
